| Delivering E-911 presents challenges with VOIP, because determining
the location of the caller is difficult in an IP-based network transaction.
STS has partnered with Level 3 for this function. |

| To support correct emergency location routing, the Level 3 system uses
a combination of Tenant Location Record (TLR) and IP subnet of the originating
call. TLR’s allow the service provider to uniquely identify tenants
and their locations. The TLR includes 911 routing information – including
the 10 digit number used to route the call that directly connects to a
PSAP and the calling number to send. The IP address of the caller maps
to an IP subnet, which in turn maps to a TLR. The TLR indicates whether
caller’s calling number can be sent to PSAP or if the default calling number
should be sent to the PSAP. The TLR also identifies how to route the call
to the PSAP using: |
